These key sectors for Europe’s future must be reinforced and better coordinated at the European level. Research policy is without a doubt influenced by lobbies for multinational companies, and higher education is evaluated using mainly business principles. Political leaders express their interest in “Cultural Europe”, but its actual place is marginal, whereas it could play a central role in Union cohesiveness.
