A proposal, as understood in Citizens for Europe, is a text:

including a statement, an analysis and a proposal...
aiming at changing or improving a given situation

This text stands directly or indirectly for the European general interest. It can stand for the participatory citizenship. A proposal can target the European stakeholders, media, or a large audience. It has been written to be understandable and to be promoted and distributed.

Short and catchy, the title of the proposal should immediately help the reader to understand what it is about or to catch his/her attention.
