The Romania Youth Council is recognized as the main non-governmental partner in the field of youth policies in relation with the central public authorities in the youth field.

CTR is the youth platform recognized as the Romanian member organisation in the European Youth Forum

Established in 1998 as an informal platform, CTR got its legal status as non profit entity in 2005. Since then CTR gathers the majority of National Youth organisations, federations and platforms

Objectives

– to act for the protection and promotion of youth rights
– to increase the active participation of Romanian young people, both living in Romania or abroad, to the community life in which they work,
– to support and promote the common interests of its member organisations at local, regional, national, European and international level.
– to promote and protect the interests of Romanian young people, both living in Romania or abroad, at local, regional, national, European and international level in relation with the public authorities, as well as with other legal entities, in Romania or abroad, with attributions in the youth field;
– to co-operate with the public authorities and other legal entities, in Romania or abroad, with attributions in the youth field for the achievement of the common objectives, for the benefit of young people;
– to act to identify the specific problems of young people to all levels and to contribute to their solution;
– to participate to the elaboration and implementation of the national youth policies, including participation to the elaboration of normative documents with incidence on young people;
– to contribute to the development of the youth associative movement in Romania;
– to support the youth programmes and activities of its member organisations and to develop its own programmes and activities.

Main Activities

The strategic priorities of CTR are focused especially on the following areas:
-Completing, modifying and developing the legislative framework on youth, in Romania, at European and international level, and stimulating youth participation in decision making process – CTR was involved in developing and elaborating the European Charter on Youth (2001) and the ‘New Strategy on Youth: Investing and Empowering 2010 – 2018’, the European framework on youth (2009);
-Supporting, promoting and recognizing the nonformal education (NFE) and of competences gained by young people through NFE – As a promoter of non-formal education and quality in trainings, CTR is actively taking part in most of the European and national advocacy processes.
-Stimulating youth employment, both at national and European level, and encouraging youth mobility on labour market;
-Development and professionalization of youth work at national and European level;
-Promoting human rights, active citizenship, global education and development of strategic partnership at regional and international level, to enhance cooperation in youth field.

CTR constantly organizes and participates to numerous round tables and meetings aiming at debating the various aspects of youth policies both in Romania and at European and international level

CTR is also active in the process of implementing the Structured Dialogue in Romania and at European level, being part of the National Working Group undertaking direct consultations with young people.

In order to support and capacitate its Member Organizations, CTR has constantly developed trainings on topics of their interests, such as project writing and management, communication and training of trainers.
CTR is actively involved in the European consortium for implementing the Youth Employment Action project (2009 – present) which aims at promoting best practices, public policies and measures to increase youth employment across Europe. To the same extent, CTR has contributed to development of European Charter on Quality Internships and Apprenticeships (http://qualityinternships.eu/), and to promote the Youth Guarantee Scheem (http://youthguarantee.eu/).
